manufacturers and contractors in the following sectors: (narrated briefly)

1. Railways: Supplied engineering items, locomotive spare parts, workshop equipment and
permanent way materials to Bangladesh Railway; Our Principal and manufacturers were from
Germany, U.S.A., Belgium and U.K.

2. Water supply and Sewerage System: Supply, Erection and Commissioning of heavy duty
raw water VT pumps, (surface water), under turnkey contract to Chittagong WASA (water and
sewerage authority). Manufacturer, supplier, erection and commissioning was done by
Kirloskar Brothers Limited, Pune-India.

3. Steel Mills: Supplied and installed 24nos. continuous duty pumps to the reputed steel mills
with spare and warranty maintenance.

4. Irrigation pumps: marketed substantial quantity of irrigation mono bloc pumps under rural
electrification board programmed through dealer’s network across the country;

5. Experienced in participating many tenders of engineering products, Water supply project
works pumps, electric motors, spare parts etc.. to the government and public sectors, some of
those with successful completion.

Please be informed, The Government of Bangladesh, intends to modernize her only crude petroleum
refinery. As sequence of the project implementation, goes for global invitation for: “EXPRESSION OF
INTEREST FOR FINANCING, BMRE Project of the EASTERN REFINERY”.

Basic concept of BMRE: To increase its present capacity from 1.5million TPA to 4.5million TPA The
feasibility study indicates that estimated cost of BMRE project is US$867.00million for the capacity of
3.00 million metric tons per annum. Out of which US$709.00 million will be in foreign currency and
remaining US$158.00 million in local currency. The financial and economic analysis have been carried
out for ERL BMRE project considering three different crude and crude mix processing options. The
result of financial and economic analysis show that the project is highly attractive. The project
generates an after tax return on fixed capital cost of 16.6% (20year average), while IFRR & IERR are
around 20% and 23.5% respectively. The average annual foreign currency saving is US$220 million.
The payback period of the investment is 4.5 years. For smooth transfer of crude oil a single point
mooring and submarine pipe line are being constructed to connect the refinery storage. For SPM
project, selection of Consultant is under process and expected completion time of SPM project is
December 2012.

Now the executing agency, on behalf of the GOB, invited proposal from global interested sources to
submit proposal for financing this BMRE project on any of the following options:

1) Build-Own-Operate & Transfer (BOOT)
2) Public Private Partnership (PPP)
3) Financing only
4) Any other suitable option.
The Expressions of Interest to be submitted by 10th August, 2010.

We are looking for a competent company / organization / financer, interested to participate in this giant
